Community
Council was established in 1968 by the Philadelphia
Psychiatric Center (PPC) through a staffing grant from the
U.S. Department of Health, Education and Welfare (HEW) under
the Community Mental Health Act of 1963. In 1978, the Philadelphia
Office of Mental Health and Mental Retardation arranged for
the Northwestern Institute of Psychiatric to manage us, known
as Catchment Area 4 at that time. Northwestern established
the infrastructure of fiscal, personnel and building service
units. Following the end of Northwestern’s management
in, 1979, the agency had a number of gatekeepers including
the West Philadelphia Mental Health Consortium and the Ducat
Corporation, a management consultant firm. The current Community
Council’s genesis started in 1980 with a community board
of directors that called the organization Catchment Area Four
Community Council. A Board of Directors, composed of 12 representatives
from the West Philadelphia community, governs the Community
Council Corporation. |
